Who we are
BASE PLAN was chosen because as a land survey company we play a pivotal role in the property and infrastructure development process. We provide a comprehensive range of products and services that draw on our own academic qualifications and technical expertise as well as that of our trusted partners. These products and services lay the base from which informed decisions regarding any proposed development of land are made.
BASE PLAN maintain a good balance between years of experience in industry and an appetite to harness new technologies and software to improve efficiency and ensure first-rate return on our valued clients’ investment. With a sound understanding of survey and measurement principles, we have mastered the art of combining spatial data sets that employ various means of spatial data acquisition technologies in order to arrive at a unified, spatially correct product. In the process, data is collected by means of the use of the traditional total station, precise global positioning systems (GPS), photogrammetry from drone footage, and point clouds captured through terrestrial laser scanning.

Johann R Nieder-Heitmann
BASE PLAN Professional Land Surveyors was founded by Johann R Nieder-Heitmann who graduated with a B.Sc Honours degree in Geomatics at the University of Cape Town in 2012 and qualified as a Professional Land Surveyor and Sectional Title Practitioner in 2014 after completion of his in service training in Mbombela (Nelspruit), Mpumalanga Province.
A wealth of experience gained by working with well-established professional surveyors preceded the establishment of his own practice:
- In Mbombela he gained abundant technical experience in the fieldwork component of land surveying. As part of the Township Establishment process, he completed various subdivisions in the form of General Plans. He also performed many subdivisions of agricultural land.
- On his return to Cape Town in 2015, he worked for Professional Land Surveyor Biff Lewis under whose guidance he obtained ample experience in Sectional Title Surveys; town planning; and, 3D laser scanning.
Johann’s entrepreneurial and leadership aptitude naturally led him to establish BASE PLAN as his own Land Survey business, which has in a relatively short time distinguished itself for its professional, personal and friendly service.
Johann is a registered member of the South African Geomatics Council (SAGC), a Commissioner of Oaths, a member of the Cape Chamber of Commerce and Industry, and loves to network at industry events and collaborate professionally with other built environment practitioners.
